The exec told Comic Book Resources that Nightwing - the alias of Batman's former sidekick Dick Grayson - would be his "fantasy" cameo for the CW drama.
"Dick Grayson and Nightwing were always my favourite," he revealed. "I doubt we'll ever get to that point. The Bat-universe will never coincide with ours, but Nightwing would be my fantasy."
Kreisberg explained that Arrow is more likely to introduce "secondary characters" from the DC universe, as opposed to comic icons such as Superman or Wonder Woman.
"We don't ever want Oliver Queen to not be the star of his own show, so what you'll be seeing are more of the villains and secondary characters," he said.
The CW's president Mark Pedowitz previously denied rumours that Batman himself would appear on Arrow, though Kreisberg has refused to rule out an appearance from other DC characters.
"Aside from the characters that wouldn't fit into our conception of Oliver's world, like some of the more fantastical aliens or super-powered people, everybody is really sort of up for grabs," he said last year.
Arrow returns from a midseason hiatus this Wednesday (March 20) on The CW and will resume on Sky1 in the UK on Monday, March 25.
